Notice of Baiyun District People’s Government of Guangzhou Municipality on the Designation of Forest Fire Prevention Areas, Forest Fire Hazard Areas, Special Forest Protection Periods, and Forest Fire Hazard Periods

　　To effectively prevent forest fires, protect people’s life and property, protect forest resources, and maintain ecological security, Baiyun District People’s Government of Guangzhou Municipality hereby issues the following notice related to the designation of forest fire prevention areas, forest fire hazard areas, special forest protection periods, and forest fire hazard periods based on the actual situation in Baiyun District and laws and regulations such as Forest Law of the People's Republic of China, Regulations of Forest Fire Prevention, and Regulations of Forest Fire Prevention in Guangdong Province.

　　I. Baiyun District implements year-round forest fire prevention. The special forest protection periods are from September 15 to May 15 of the following year.

　　II. Forest land within Baiyun District’s administrative area and 30 meters from the edge of the forest land are forest fire prevention areas.

　　III. The following actions are prohibited in the wild in Baiyun District’s forest fire prevention areas:

　　(1) Burning paper offerings, incense, candles, etc by graves;

　　(2) Setting off fireworks, lanterns, etc;

　　(3) Carrying flammable and explosive substances;

　　(4) Smoking, having picnics and barbecues, and building fires for heating;

　　(5) Burning wasps, smoking snakes and rats out of their nests, and burning forests for hunting;

　　(6) Controlled forest burning, burning miscellaneous items, burning wood for ashes as fertilizer, and burning field grass, sugar cane leaves, rice straw, orchard grass, etc;

　　(7) Other behaviors involving fire that is likely to cause forest fires.

　　IV. Forest fire hazard periods are specified to be days with weather forecasts of high temperature, drought, high winds, and other weathers with fire hazards, the Spring Festival, Lantern Festival, Qingming Festival, Mid-Autumn Festival, National Day, Chongyang Festival, Winter Solstice, and other traditional folk festivals, and plowing in spring,  harvesting in autumn, sowing in winter, and other important agricultural periods with high risks of forest fires.

　　V. All forms of using fire in the wild are prohibited in forest fire hazard periods and forest fire hazard areas.

　　VI. Any violators of the provisions of this notice, Forest Law of the People's Republic of China, Regulations of Forest Fire Prevention, and Regulations of Forest Fire Prevention in Guangdong Provincewill be strictly held responsible in accordance with the law.

　　VIII. This notice shall come into force on May 25, 2023, and shall be valid for five years.
