To all relevant departments in the district:

  The Implementation Measures and Rules for Implementing Guangzhou Talent Green Card System in Baiyun District has been approved and is now issued to your department for thorough implementation and policy communication. Report directly to the Baiyun District Human Resources and Social Security Bureau of Guangzhou, if any problem is encountered during the implementation process.

The Implementation Measures and Rules for Implementing Guangzhou Talent Green Card System in Baiyun District


  Article 1: In accordance with the requirements of the Notice of the General Affairs Office of Guangzhou Municipal People’s Government on Issuing the Implementation Measures for Implementing Guangzhou Talent Green Card System (Sui Fu Ban Gui [2023] No. 10) (hereinafter referred to as the Municipal Implementation Measures), and based on the realities of the district, these measures are formulated.

  Article 2: Domestic and international talents, without household registration in Guangzhou, who start businesses or work in Guangzhou, Guangzhou-Foshan High-quality Development and Integration Pilot Zone, Guangzhou-Qingyuan Special Economic Cooperation Zone, and other regions, are qualified to apply for Guangzhou’s Talent Green Card (hereinafter referred to as the “Talent Green Card”) in accordance with these rules.

  The Talent Green Card falls into 2 categories—A Card and B Card.

  Article 3: Qualifications in applying for an A Card. Domestic and foreign outstanding talent, without household registration in Guangzhou, who meet the city's needs in attracting talents, work or engage in entrepreneurial activities in the city for more than 6 months each year, have legal residence in the city, and meet the specific conditions for applying for Talent Green Card A as specified in the Municipal Implementation Measures, may apply for an A Card.

  Article 4: Qualifications in applying for a B Card. Domestic and foreign outstanding talents, without household registration in Guangzhou, who meet thbasic conditions specified in Article 3 of the Municipal Implementation Measures and meet one of the following qualifications, may apply for a B Card.

  1.Talents who meet the specific conditions in applying for Talent Green Card B as specified in the Municipal Implementation Measures.

  2. High-level talents acknowledged by various talent policies in Baiyun District.

  3.Holders of the Yunju Talent Card of Baiyun District.

  4.Key industry talents recognized by the District Development and Reform Bureau, District Science, Industry, Commerce and Information Technology Bureau, District Investment Promotion Bureau, and other relevant bureaus of the district, including:

  4.1. Middle and senior management personnel from key “Four Classes of Enterprises Above Designated Size” and headquarters of enterprises;

  4.2. Full-time personnel who have been working in enterprises or public institutions registered and established in Baiyun District for more than 6 months, and are project leaders or key technical members of major scientific and technological projects at or above the municipal level. Among them, key technical members must also hold intermediate or higher professional titles;

  4.3. Talents, working in independent legal entities that have been registered and established in Baiyun District and have obtained the right to use state-owned construction land for no more than 5 years or have been registered in Baiyun District for no more than 3 years, meet one of the following qualifications:

  4.3.1 Senior management personnel of enterprises dedicated to attracting investment (referring to enterprises that have obtained the right to use state-owned construction land in Baiyun District or have signed cooperation agreements with relevant functional departments of Baiyun District), including: enterprise shareholders, members of the board of directors, members of the supervisory board, and senior management personnel above the deputy general manager level;

  4.3.2 Key employees of enterprises with total economic contributions exceeding 1 million yuan in the previous year (The applicant has continuously paid social insurance or personal income tax in the enterprise for more than 6 months, with an average monthly salary of no less than 20,000 RMB in recent 6 months).

  5.Talents that are scarce and urgently needed for industries in Baiyun District after research and approval by the Leading Group of Talent Work of the Baiyun District Committee.

  Article 5: Application Process. The entire process of applying for the Talent Green Card is handled online. Details are as follows:

  1. Application. Applicants log in to the “Guangzhou Talent Green Card Management System” (website: https://gzrsj.rsj.gz.gov.cn/vsgzhr/login_home.aspx) or the “Suihaoban APP” to fill out and upload relevant forms and attachments.

  The list of talents meeting the conditions for application specified in paragraph 4 of Article 4 is provided by the District Development and Reform Bureau, District Science, Industry, Commerce and Information Technology Bureau, District Investment Promotion Bureau, and other bureaus.

  2. Verification. The application is verified by the Baiyun District Human Resources and Social Security Bureau of Guangzhou in accordance with relevant regulations. As for those who apply for the Talent Green Card B in accordance with paragraph 3 of Article 5 of the Municipal Implementation Measures, municipal talent work-related departments will verify their applications on a regular basis and issue cards.

  The verifying department shall complete verification within 5 working days from the date of receiving the application.

  3. Card production. Once verified, the card will be produced by the Guangzhou Municipal Public Security Bureau within 5 working days.

  4. Card issuance. After card production, the Guangzhou Municipal Public Security Bureau will deliver the cards to the verifying department within 3 working days. The verifying department will issue the card and simultaneously issue a digital one.

  Article 6: Talent Green Card holders, according to the category of their cards, may enjoy a series of benefits, including but not limited to applying for residence permits and R visas, children's enrollment, purchasing properties and cars, and applying for business licenses in accordance with the Municipal Implementation Measures.

  Article 7: The terms “above,” “exceeding,” “not exceeding,” and “no less than” in the aforementioned rules all include the number itself.

  Article 8: These rules shall come into effect from February 7, 2024, and shall be valid for 5 years.
