To strengthen railway safety management, ensure secure and efficient railway operations, prevent accidents, and safeguard the safety of people’s life and properties, this Notice isherebyissued in accordance with Article 27 of theRegulations on the Management of Railway Safetyand Article 17 of theRegulations of Guangdong Province on the Management of Railway Safety, and based on the actual conditions within Baiyun District.The details of the railway safety protection zone are provided below:
1. Effective from October 15, 2025, the railway safety protection zone isestablished on both sides of the Xintang-Baiyun Airport-Guangzhou North Intercity Railway (Baiyun District section) and the Guangzhou South Railway Station-Baiyun Airport section of the Guangfo Ring Line(Baiyun District section). The zone will be marked with stakes. Entitiesand individuals along the railway shall support and cooperate with the initiative. The mileageof the linesand scope of the protection zone are specified in the table below:
Note:The railway safety protection zone extends outward from the foot of embankment slopes, top of cutting slopes, or the outer edge of railway bridges (including combined railway-road bridges). The area within 50 meters on both sides of the centerline above high-speed railway tunnels, and 50 meters outward from the outer boundary of high-speed railway underground station structures, shall be included in the railway safety protection zone.
2.The ownershipof land within the railway safety protection zone remains unchanged.
3. Where the safety protection zone of the Xintang-Baiyun Airport-Guangzhou North Intercity Railway (Baiyun District section) and the Guangzhou South Railway Station-Baiyun Airport section of the Guangfo Ring Line(Baiyun District section) overlap with other functional control zones, the overlapping areas are designated as “dual protection zones”. Any work to be conducted in such areas shall undergo relevant approval procedures in accordance with the law.
4. Those who work, live, or engage in other activitiesalong the railway shallcomply with the Regulations on the Management of Railway Safety, theRegulations of Guangdong Province on the Management of Railway Safety, and other relevant provisions to ensure the safety of railway operations.
5. This Noticeshall take effect on October 15, 2025, andshallremain valid for five years. The Notice of the Baiyun District People’s Government of Guangzhou on Delimiting the Railway Safety Protection Zone for the Guangzhou South Railway Station-Baiyun Airport Section of the Guangfo Ring Line (Baiyun District Section)(Yun Fu Gui[2021] No. 2) shall be repealed simultaneously.
