为深入贯彻落实党中央、国务院关于有序推进城中村改造的重要决策部署，积极响应省、市政府关于城中村改造工作安排，结合市城中村改造建设指挥部关于开展城中村改造综合设计方案竞赛助推城市品质提升的相关要求，白云区拟围绕广州湾区新岸（罗冲围片区）开展国际设计竞赛。
In order to thoroughly implement the key strategic deployments of the Party Central Committee and the State Council regarding the promotion of urban village renovation, actively respond to the work arrangements for urban village renovation by the provincial and municipal governments,and in accordance with the relevant requirements of the Municipal Command Center for the Transformation and Construction of Urban Villages to conduct a comprehensive design scheme competition for urban village transformation to boost the improvement of urban quality, Baiyun District plans to hold an international design competition focusing on the New Bank of Guangzhou Bay Area (Luochongwei Zone).
竞赛将面向全球公开邀请具有相关经验的单位，征集具有国际一流水准的规划设计成果，聚焦“绿色低碳、全龄友好、文化传承、智慧韧性”四大维度，以设计引领、功能落地为支撑，构建符合罗冲围片区“云山绿城·珠水蓝洲”定位的城市风貌体系，以国际视野提升设计水平，切实增强居民幸福感、获得感，助推罗冲围片区的高质量发展。
In the competition, entities with relevant experience from around the world will be openly invited to submit world-class planning and design outcomes. It will focus on four major dimensions: "green and low-carbon development, age-friendly design, cultural heritage, and smart resilience." Supported by design leadership and functional implementation, it aims to build an urban landscape system that aligns with the positioning of the Luochongwei Zoneas a "Green City under the Clouds and Blue Pearl River Delta." With an international perspective, the competition seeks to enhance the design quality, truly increase residents' sense of happiness and achievement, and promote high-quality development in the Luochongwei Zone.
本次设计竞赛工作内容包含区域规划提升、核心区设计两部分。区域规划提升部分聚焦石井河沿岸层面的整体空间格局构建、生态景观塑造、历史文化传承等方面的系统研究和统筹规划。核心区设计部分包含松溪片区和潭村片区两个片区，重点探讨石井河滨水公共空间及其两岸滨水建筑设计，聚焦两个片区的整体空间设计、建筑概念方案设计（包括“四好”建设方案）、生态景观设计方案等内容。
The work content of this design competition includes two parts: regional planning enhancement and core area design. The regional planning enhancement focuses on systematic research and overall planning in terms of the overall spatial pattern construction, ecological landscape shaping, and historical and cultural heritage along the banks of the Shijing River. The core area design includes two sub-areas: the Songxi Areaand theTancunArea. It mainly explores the riverside public space along the Shijing River and the architectural design on both banks, focusing on the overall spatial design of the two sub-areas, architectural concept design (including the "four good" construction plan), and ecological landscape design.
具体内容以《广州湾区新岸（罗冲围片区）国际设计竞赛技术文件》为准。
The specific content shall be subject to the Technical Documents of the International Design Competition for the New Bank of Guangzhou Bay Area (Luochongwei Zone).
本次竞赛采用公开报名的方式，公开接受境内外设计单位报名；组织开展资格评审会对报名的设计单位进行资格评选，按程序择优评选5家入围竞赛单位（含联合体），参与下一阶段方案编制；设计单位成果提交后，组织专家评审会评选优胜方案。
In this competition, an open registration method is adopted to accept applications from design institutions both domestic and international. A qualification review panel will be organized to evaluate the qualifications of the registered design institutions. Following the procedures, five outstanding shortlisted competition entities (including consortia) will be selected to participate in the next phase of scheme formulation. After the design institutions submit their results, an expert review panel will be organized to select the winning scheme.
以下第1-5项为报名必要性要求，第6项为参考性要求。
Items 1–5 below are essential requirements for registration, while Item 6 is a reference requirement.
（1）接受独立报名或联合体报名参赛。以联合体形式申请的，联合体中至少有一家成员单位具备下述第4点的资质条件。鼓励由境内、境外规划设计团队及相关专项技术团队共同组成联合体参加，联合体单位不超过三家，其中至少一家应为境内单位。申请人须提交联合体协议，并在协议中明确联合体的主体单位。联合体各成员签订联合体协议后，不得再以自己名义单独申请，也不得组成新的联合体或参与其他联合体，否则资格无效。
(1)Applications will be accepted from individual entities or consortia. For applications made in the form of a consortium, at least one member of the consortium must possess the qualification requirements specified in Item 4 below. It is encouraged that consortia be formed by domestic and international planning and design teams, as well as relevant specialized technical teams. The number of consortium members should not exceed three, with at least one being a domestic entity. Applicants must submit a consortium agreement, clearly identifying the lead entity of the consortium within the agreement. After signing the consortium agreement, each member of the consortium shall not apply individually, nor shall they form a new consortium or participate in other consortia; otherwise, their qualification will be invalid.
（2）申请人（若为联合体，指联合体各方）是合法注册的独立法人或合伙制企业或其他组织，须提供有效的营业执照或注册登记证明。
(2)The applicant (if a consortium, then each member of the consortium) must be a legally registered independent legal entity, partnership, or other organization, and must provide a valid business license or registration certificate.
（3）申请人（独立或联合体，下同）负责人为同一人或者存在控股、管理关系的不同单位，不得同时以多个申请人名义参加。
(3)If the responsible person of the applicant (whether an individual entity or a consortium, hereinafter the same) is the same individual, or if there is a controlling or management relationship between different entities, they shall not participate under the names of multiple applicants simultaneously.
（4）申请人须具备由中华人民共和国自然资源部颁发的城乡规划编制甲级资质，或住房和城乡建设部核准的建筑行业(建筑工程)专业设计甲级资质（或工程设计综合甲级资质，或工程设计（建筑行业）甲级资质）证书。
(4)The applicant must possess a Class A qualification certificate for urban and rural planning compilation issued by the Ministry of Natural Resources of the People's Republic of China, or a Class A qualification certificate for professional design in the construction industry (architectural engineering) approved by the Ministry of Housing and Urban-Rural Development (or a Class A comprehensive engineering design qualification certificate, or a Class A qualification certificate for engineering design in the construction industry).
（5）申请人在正式报名材料中所列出的领衔设计师须亲自开展本项目的设计工作，且亲自出席进行成果方案汇报。请所列出的领衔设计师根据竞赛时间安排提前预留时间、做好准备。如因特殊原因，领衔设计师确实无法赴现场参会的，须进行说明并承诺将通过视频或电话会议的方式参会。所述情况将在资格预审评审时予以综合考虑。
(5)The lead designer listed by the applicant in the formal application materials must personally conduct the design work for this project and must also personally attend to present the results. The lead designer listed is requested to reserve time in advance and make preparations according to the competition schedule. If, for special reasons, the lead designer is truly unable to attend the meeting in person, they must provide an explanation and commit to participating via video or teleconference.The above-mentioned situations will be taken into comprehensive consideration during the prequalification review.
（6）申请人须具有特大或超大城市的重点功能片区或滨水地区的规划及建筑设计相关业绩。
(6)The applicant must possess relevant achievements in planning and architectural design for key functional areas or waterfront regions in megacities or large cities.
