To implement the Law of the People’s Republic of China on the Protection of Disabled Persons and the Plan of Guangdong Province for the Protection and Development of Disabled Persons during the 14th Five-Year Plan Period and to further enhance the protection of disabled persons in financial difficulty in the district, Baiyun District Disabled Persons’ Federation of Guangzhou and Baiyun District Finance Bureau of Guangzhou have jointly formulated the Management Measures for Subsidies for Boarding Care Services for Disabled Persons in Financial Difficulty in Baiyun District, Guangzhou, according to documents such as the Notice of Guangzhou Disabled Persons’ Federation and Guangzhou Municipal Finance Bureau on Issuing the Management Measures for Subsidies for Boarding Care Services for Disabled Persons in Financial Difficulty in Guangzhou (Sui Can Lian Gui Zi [2023] No. 4). The Measures are hereby issued to you for your earnest implementation in light of the actual situation.

Management Measures for Subsidies for Boarding Care Services for Disabled Persons in Financial Difficulty in Baiyun District, Guangzhou
Article 1. [Purposes and Basis] These Measures are formulated to improve the living standards of disabled persons, safeguard the rights and interests of disabled persons and their families, improve the care service system for disabled persons, and further enhance the protection of disabled persons in financial difficulty. They are aligned with pertinent provisions such as the Law of the People’s Republic of China on the Protection of Disabled Persons, the Regulations of Guangzhou on the Protection of the Rights and Interests of Disabled Persons, and the Notice of Guangzhou Disabled Persons’ Federation and Guangzhou Municipal Finance Bureau on Issuing the Management Measures for Subsidies for Boarding Care Services for Disabled Persons in Financial Difficulty in Guangzhou (Sui Can Lian Gui Zi [2023] No. 4), and in light of the actual situation of the district.
Article 2. [Applicable Objects] These Measures apply to disabled persons in financial difficulty who hold the Disability Certificate of the People’s Republic of China, have household registration in the district, receive boarding care services at boarding care service institutions that meet the qualifications stipulated in the Regulations on the Management of Service Institutions for Disabled Persons (Min Fa [2018] No. 31) within the jurisdiction of the district, and meet one of the following conditions (whose family acknowledged as living in dire poverty by civil affairs departments, receiving subsistence allowances, or acknowledged as marginal and receiving minimum subsistence allowance):
(1) Persons aged 14 to 16 with extremely severe or severe disabilities, as well as persons with moderate to mild mental, intellectual, or multiple disabilities, who are not attending school.
(2) Persons with extremely severe or severe disabilities and persons with moderate to mild mental, intellectual, or multiple disabilities of the statutory employment age (from 16 years old to the statutory retirement age).
Article 3. [Subsidy Standards] A subsidy of RMB 2,300 per person per month is granted in addition to subsidies granted by Guangzhou government. Staying for no less than 15 days in a month is considered as staying for one month, and less than 15 days shall be settled based on the actual number of days.
Article 4. [Funding Security] The subsidy funds are secured by the district’s financial budget.
Article 5. [Subsidy Period] The application for boarding care subsidies takes an annual basis, and the maximum subsidy period within the year shall not exceed 12 months, starting from the date when it is approved by the Disabled Persons’ Federation of the district.
Article 6. [Application Process] A boarding care service recipient may apply for the subsidy after reserving a bed at an institution and moving in.
(1) The applicant (the subsidy recipient or his/her guardian) shall submit an application to the Disabled Persons’ Federation of the town or subdistrict where they are registered, fill in the application form truthfully, and upload it to Guangzhou Integrated Online Administrative Service Platform;
(2) Upon accepting the application materials, the Disabled Persons’ Federation of the town or subdistrict, together with the residents’ committee of the community, shall conduct preliminary examinations of the applicant’s materials, check whether the materials are complete, attach preliminary examination opinions (sealed), and submit the materials to the Disabled Persons’ Federation of the district for approval within 5 working days.
The Disabled Persons’ Federation of the district shall review the materials submitted by the Disabled Persons’ Federation of the town or subdistrict within 3 working days. If the review fails, the Disabled Persons’ Federation of the district shall return the application form and materials to the Disabled Persons’ Federation of the town or subdistrict and provide the reasons for the return. The Disabled Persons’ Federation of the town or subdistrict shall notify the applicant within 2 working days, and the applicant may supplement or improve the application materials and resubmit them; or return the application materials to the applicant, inform them of the reasons for not meeting the requirements, and provide necessary explanation.
Article 7. [Subsidy Disbursement] Upon approval, the subsidy will be directly transferred to the bank account provided by the applicant. The subsidy recipient may apply for proxy payment by him/herself or his/her guardian, entrusting the Disabled Persons’ Federation of the district to settle accounts with the care service institution on his/her behalf. In this case, the Disabled Persons’ Federation of the district will transfer the funds directly to the account of the boarding care service institution to complete the subsidy settlement.
Article 8. [Legal Liabilities] The legal liabilities stipulated in these Measures shall be strictly enforced under the following circumstances:
(1) Liabilities of the applicant: When applying for subsidies, the recipient of boarding care services or his or her guardian must provide truthful, valid, and complete information and supporting documents. Those attempting to obtain subsidies by providing false materials or using other illicit means will be held accountable as per pertinent laws and regulations;
(2) Liabilities of the boarding care service institution: The boarding care service institution shall accept supervision and management from competent departments as per laws and regulations and provide relevant materials truthfully. Those attempting to obtain subsidy funds by providing false information or using other illicit means will be held accountable as per the law;
(3) Liabilities of subsidy review: Agencies and individuals engaged in care services for disabled persons must strictly observe work disciplines, be fair and honest, and work in strict accordance with pertinent regulations and procedures. Agencies and individuals who violate these provisions and fail to fulfill their duties according to the law will be ordered to correct their actions by competent authorities. Leading officials and individuals directly responsible will be disciplined according to the law. Those committing a crime will be held accountable according to the criminal law.
Article 9. [Supplementary Provisions] These Measures shall be effective from May 7, 2024 and be implemented in conjunction with the Notice of Guangzhou Disabled Persons’ Federation and Guangzhou Municipal Finance Bureau on Issuing the Management Measures for Subsidies for Boarding Care Services for Disabled Persons in Financial Difficulty in Guangzhou (Sui Can Lian Gui Zi [2023] No. 4). The validity extends to December 1, 2028. From December 1, 2023, to November 30, 2028, boarding care service recipients who meet the conditions shall be subsidized in accordance with these Measures.
