根据疫情处置进展，按照国务院应对新型冠状病毒肺炎疫情防控联防联控机制综合组《关于进一步优化新冠肺炎疫情防控措施科学精准做好防控工作的通知》要求，经研究决定，对11月21日发布《广州市白云区新型冠状病毒肺炎疫情防控指挥部关于强化社会面疫情防控措施的通告（第149号）》（以下简称《149号通告》）部分防控措施进行调整，具体调整如下：
According to the requirements of the Notification on Further Optimization of COVID-19 Prevention and Control Measures, Ensure Effective COVID-19 Prevention and Control with a Science-Based Targeted Approach issued by the Joint Prevention and Control Mechanism of the State Council and in light of the epidemic situation in Baiyun District, we have made a deliberate decision to adjust some of the prevention and control measures stipulated in the Notification of Strengthening COVID-19 Prevention and Control Measures in Baiyun District (No. 149) which was issued on November 21. The details are as follows:
一、动态恢复社会面生产生活秩序。从2022年11月26日0时起，对连续3天无新增新冠肺炎病毒阳性感染者的京溪街、棠景街、白云湖街、金沙街、新市街5个街道解除《149号通告》相关强化社会面疫情防控措施。5个街道辖内除餐饮服务单位（含饮品店、小吃店、早餐店等）暂停堂食，密闭、半密闭场所暂停营业外，各级党政机关、企事业单位、生产经营单位等有序恢复正常工作秩序和生产经营。
1. Life and businesses will be resumed on a dynamic basis. Starting from 0:00 November 26, 2022, strengthened COVID-19 prevention and control measures stipulated in the Notification No.149 will be lifted in the following five subdistricts where no new COVID-19 infections have been reported for three consecutive days, including Jingxi, Tangjing, Baiyunhu, Jinsha and Xinshi Subdistricts. Government organizations, institutions, enterprises and businesses in these five subdistricts shall resume normal work, production and operation. However, catering service providers (including drink shops, snack shops and breakfast shops) in these five subdistricts shall suspend dine-in services and enclosed and semi-enclosed venues shall also remain temporarily shut.
二、有序解除全区临时交通管制。从2022年11月28日0时起，有序恢复地铁、公交服务，各类车辆（包括电动车、自行车）恢复正常通行。居民搭乘公共交通工具时必须落实全程佩戴口罩、扫码、测温等疫情防控措施。
2. Temporary traffic control measures in Baiyun District shall be lifted in an orderly manner. Starting from 0:00 November 28, 2022, metros, buses and other vehicles (including bikes and electric bikes) will be allowed on roads. Residents are required to wear masks, scan the venue code and have their temperature taken when taking public transportation.
三、动态调整全区社会面管控措施。景泰街、鹤龙街、嘉禾街、均禾街、龙归街、人和镇、三元里街、云城街、石井街、石门街、松洲街、同德街、同和街、永平街、黄石街、大源街、太和镇、江高镇、钟落潭镇19个镇街，达到辖内连续3日无新增新冠肺炎病毒阳性感染者的条件后，将及时解除《149号通告》相关强化社会面疫情防控措施，餐饮服务单位（含饮品店、小吃店、早餐店等）继续暂停堂食，密闭、半密闭场所继续暂停营业。
3. COVID-19 prevention and control measures across the district shall be adjusted on a dynamic basis. If no new COVID-19 infections are reported for three consecutive days in the remaining 19 towns and subdistricts including Jingtai, Helong, Jiahe, Junhe, Longgui, Sanyuanli, Yuncheng, Shijing, Shimen, Songzhou, Tongde, Tonghe, Yongping, Huangshi and Dayuan Subdistricts, and Renhe, Taihe, Jianggao and Zhongluotan Towns, strengthened COVID-19 prevention and control measures stipulated in the Notification No.149 will be lifted. However, catering service providers (including drink shops, snack shops and breakfast shops) shall continue to suspend their dine-in services and enclosed and semi-enclosed venues shall also remain temporarily shut.
四、全面压实防疫主体责任。当前全国疫情形势严峻复杂，我区外防疫情输入风险持续居高不下，全区必须进一步织密织牢“外防输入、内防反弹”的防控网，全面落实个人、家庭、机关企事业单位及各类生产经营主体防疫主体责任，建设“无疫”家庭、“无疫”楼栋（出租屋）、“无疫”村（小区）、“无疫生产经营场所”，共创“无疫”家园。
4. Ensure accountability in COVID-19 prevention and control. The current epidemic situation across the country is challenging and complex and the risk of imported infections remains high. Baiyun District shall strengthen the COVID-19 prevention and control net to prevent imported cases and the resurgence of local cases. Individuals, families, government organizations, enterprises and all types of business entities must fulfil their own COVID-19 prevention and control obligations to make sure that households, buildings (including leased properties), villages (residential communities), production and operation venues are free from the impact of COVID-19. Joint efforts shall be made to minimize the impact of COVID-19 on the Baiyun District.
上述措施自发布之日起实施，并根据疫情防控形势动态调整。对不履行主体责任、拒不执行防疫要求造成疫情传播的单位和个人，将依法追究法律责任。
The above measures shall be implemented upon the date of issue and will be adjusted dynamically according to the changing COVID-19 prevention and control situation. Entities and individuals who fail to fulfill their obligations or refuse to implement COVID-19 prevention and control requirements will be held legally responsible if their actions have led to the further spread of COVID-19.
“解除”不等于“解防”。请广大市民朋友继续支持配合疫情防控工作，坚持规范佩戴口罩、勤洗手、常通风、不聚集、测核酸、打疫苗；如有发热、干咳、乏力等可疑症状，及时报告社区并前往附近发热门诊就医。疫情防控，人人有责。感谢广大市民朋友的理解、支持和配合！
The lifting of COVID-19 prevention and control measures does not mean that we should drop our guard against COVID-19. Residents’ continued support for COVID-19 prevention and control efforts is much appreciated. We also encourage residents to continue to practice good personal protection, wear masks, wash hands often, keep homes well-ventilated, avoid gathering, take PCR tests and get vaccinated. If you develop any symptoms such as fever, dry cough and fatigue, please report to the village and community in time, take proper personal protection, and visit a nearby fever clinic immediately. COVID-19 prevention and control is a shared responsibility for all. Thank you for your understanding, support and cooperation!
