白云区关于全面落实共建“无疫”家园全民行动主体责任的通告(第179号)

广大市民朋友,各相关单位:

Dear residents, companies and institutions,

  当前,全国疫情形势严峻复杂,疫情波及面不断扩大,外防输入压力与日俱增。为进一步织密织牢“外防输入、内防反弹”的防控网,保障全区生产生活平稳有序,保障人民群众生命健康安全,现决定在全区开展共建“无疫”家园全民行动。现就切实履行共建“无疫”家园主体责任提出如下要求:

  At present, the epidemic situation across the country remains severe and complex, with expanding epidemic coverage and mounting pressure of containing imported cases. In order to build a more solid shield against imported cases and domestic resurgences, ensure the stability and order of production and people’s daily life, and safeguard the health and safety of people, Baiyun District has decided to carry out a district-wide action of jointly building a COVID-free home in the whole district. The requirements of fulfilling the respective responsibilities are notified as follows:

  一、落实个人主体责任,创建“无疫”家庭

  I. Residents shall fulfill their responsibilities to build a COVID-free family.

  (一)自觉、规范佩戴口罩。不戴口罩不出门,出门必戴好口罩。各单位、各公共场所要在入口处醒目设置佩戴口罩提醒,并劝导未佩戴口罩者谢绝入内。

  1. Please wear a mask properly. Residents shall not go out without a mask. All institutions and public places shall set up a conspicuous reminder at the entrance on wearing masks, and refuse those without masks to enter.

  (二)不扎堆、不聚集,不随地吐痰,公共场所与人保持1米距离,进出场所自觉扫场所码,非必要不到人群密集场所。

  2. Please avoid gathering and spitting, keep a social distance of one meter in public places, take the initiative to scan the venue code before entering, and avoid crowded places unless necessary.

  (三)疫情期间非必要不走亲访友,不组织家庭聚餐,不邀请涉疫地区的亲戚朋友来家里做客(留宿)。

  3. Please avoid visiting others, dining together, or inviting relatives and friends from epidemic-related areas to your home unless necessary during this period.

  (四)自觉参与所在社区核酸检测,确保“应检尽检”。

  4. Please take PCR tests in your community to ensure that the testing covers every individual.

  (五)严格遵守管控区域的管控要求,积极配合流行病学调查,如实告知相关情况,不瞒报谎报。

  5. Please strictly abide by the requirements in the lockdown areas, actively cooperate with the epidemiological investigation, and tell your healthcare provider truthfully about your condition.

  (六)积极参与社区疫情防控志愿服务,为守护“无疫家园”做出力所能及的贡献。

  6. Please actively participate in the volunteering service in your community to fight against COVID-19 and safeguard your home.

  (七)跨区通勤人员,落实核酸每天一检,工作生活“两点一线”,不前往人群密集场所。

  7. Cross-district commuters shall take a PCR test once a day, and avoid going to places other than their residences and workplaces, especially crowded places.

  (八)出现发热、干咳、乏力、嗅觉味觉减退或丧失等症状时,应立即做好个人防护,到就近正规医疗机构发热门诊就诊,不乘坐公共交通。

  8. If you experience symptoms such as fever, dry cough, fatigue, or smell/taste disorder, please take proper precautions and seek medical treatment at a professional medical institution nearby in a timely manner. Public transportation shall be avoided during this process.

  (九)积极配合政府部门落实防控措施,不造谣,不信谣,不传谣,不聚众滋事,不扰乱社会公共秩序。

  9. Please cooperate with the government to implement epidemic prevention and control measures. Do not create, trust nor spread false information. Do not gather and disrupt public order.

  (十)对身边不严格落实以上主体责任的个人,及时提醒,共筑全区全民防疫良好风尚。

  10. Please remind in time others around you to fulfill the above-mentioned responsibilities.

  二、落实出租屋主(二手房东)主体责任,创建“无疫”楼栋(出租屋)

  II. Landlords (including sub-lessors) shall fulfill their responsibilities to have a COVID-free building (rental estate).

  (一)精准做好租客管理。精准掌握租客名单底册,组织租客按时检测核酸不漏1人,告知租客不去涉疫地区(场所),不邀请(留宿)涉疫地区来人。

  1. Landlords must conduct tenant management. Please ensure no tenants are left unchecked in the mandatory PCR testing according to a precise name list of your tenants, and inform them not to go to epidemic-related areas (venues) nor invite people from these areas to their homes.

  (二)严格落实租客涉疫风险排查报备。严格新入住租客涉疫风险询问排查,对一周内有涉疫地区(场所)旅居史人员及时向村(居)报告并按规定落实管控;每天排查在住租客是否去过涉疫地区(场所),发现相关情况第一时间向所在村(居)报告,并协助村(居)落实租客居家管控。

  2. Landlords shall investigate and report the exposure risks of the tenants. Please inquiry and investigate the epidemic-related information of your tenants, timely report to the residential committee (village committee) if they have lived in or traveled to epidemic-related areas (venues) within the past week, update the relevant information every day, and assist the residential committee (village committee) to implement corresponding prevention and control measures at their residences.

  (三)协助村(居)落实楼栋管控及服务保障。高风险区、临时管控区内的出租屋主(二手房东)是本楼栋人员管控、服务保障的直接责任人,按村(居)要求落实相关工作。

  3. Landlords shall assist the residential committee (village committee) in containing the epidemic and serving the residents in the building. The landlords (including sub-lessors) in high-risk areas and temporary lockdown areas are directly responsible for this work as instructed by the residential committee (village committee).

  (四)对不报告房屋出租情况、不配合政府和村(居)开展工作的出租屋主(二手房东),将依法依规追究责任。

  4. Landlords (including sub-lessors) who do not report the rental situation and do not cooperate with the government and residential committee (village committee) will be held accountable according to law and regulations.

  三、落实属地及村居(物管)主体责任,创建“无疫”村(小区)

  III. Local communities, residential committee (village committee) and property services center shall fulfill their respective responsibilities to have a COVID-free village (residential community).

  (一)全面摸清人屋底数。通过摸排城中村实有房屋底数,构建起由居住人员、屋主(或楼栋长)、房屋中介机构等自主申报,由出租屋管理员(网格员)、民警上门补采、核实的“人屋”信息动态采集新方式,实现“人屋”关联,信息动态更新,落实名单化管理。

  1. A population survey shall be conducted. With the survey of the number of houses in urban villages, the self-declaration of residents, landlords (supervisors of the building) and housing intermediary agencies, and the supplement and verification of rental house administrators (grid administrators) and police officers, we have established a new mode that connecting residents with houses and dynamically updating the information to optimize the management.

  (二)以网格为单位落实物理围合管理。各镇(街)要细化城中村(物业小区)最小网格(服务管理单元),明确各网格网格长、片警、楼栋长并上墙公布。完善村(居)、综合网格和最小服务管理单元三级网络。

  2. Grid-based closed-off management shall be implemented. Each town (subdistrict) shall refine the minimum grids (service management units) of urban villages (residential communities), specify the grid administrators, local police and supervisor of each building, and publish the information on the wall. The three-level network consisting of the residential committee (village committee), comprehensive grids and the minimum service management units shall be improved.

  (三)合理设置出入口,强化人员进出查验管理。在出入口安装电子查验设备、张贴出入场所码。设立专人专岗,落实全天24小时值班值守并预留应急通道。严格督促进出人员规范佩戴口罩、扫场所码、查验健康码。进出城中村(物业小区)需查验48小时核酸阴性证明或24小时内核酸采样记录,围合管理区非必要不接受非居住人员来访。发现红码或7天内有涉疫风险地区旅居史人员,第一时间向属地镇街防控办报备并落实管控。

  3. Entrances and exits shall be set up in proper locations. Visitors shall be checked, electronic inspection equipment shall be installed, and the venue code shall be posted at the entrance. Designated personnel shall be dispatched to the entrance to be on duty 24/7 to conduct venue code scanning and health code checks, and urge visitors to wear masks properly. In addition, emergency access shall be reserved. People entering urban villages (residential communities) shall present 48-hour negative PCR testing results or 24-hour sampling proof. Non-residential visits shall be rejected in the areas under closed-off management. Those with a red code or who have been to epidemic-related risk areas within seven days should be reported immediately to their local town (subdistrict) prevention and control office and follow relevant control measures.

  (四)建立以网格为单位的核酸白名单。综合利用网格人口底册、全员核酸数据、扫码出入人员名单等数据,建立网格核酸白名单,每天比对核酸检测情况,督促应采尽采,不漏一人。

  4. A white list of PCR testing shall be established based on grids by making use of the population data, PCR testing data, and the list of people who scan the venue code to enter and exit the grids. By comparing the real PCR testing data with the list, we can ensure that the testing covers every individual.

  (五)以网格为单位组建防控工作队伍。按网格总人数的2%发动网格内机关企事业单位、党(团)员、志愿者及社会热心人士参与社区防控工作,组建社区流调、管控、转运、医疗服务、生活保障、治安巡查等工作队伍,建立全方位疫情防控管控体系,落实分组分工,名单化管理。

  5. An epidemic prevention and control team shall be formed based on grids. The staff of government agencies, enterprises and institutions, Party (League) members, volunteers and other individuals that account for 2% of the total number of the grids shall be mobilized to participate in community prevention and control work in all aspects, including epidemiological investigation, lockdown, transfer, medical services, essential services, and public security. All residents shall be divided into different groups, and be managed according to the list.

  (六)做细做实涉疫风险人员排查管控。压实辖内各机关企事业单位、经营场所、出租屋主(二手房东)等主体责任,建立高风险区域来返人员常态化排查报备制度。

  6. The investigation and control of the epidemic-related personnel shall be carried out in detail. Government agencies, enterprises and institutions, business venues, and landlords (including sub-lessors) shall fulfill respective responsibilities to establish a regular screening and reporting mechanism for people returning from high-risk areas.

  (七)广泛开展爱国卫生运动,持续开展环境卫生整治行动。发动群众主动参加核酸检测,养成良好卫生习惯,科学佩戴口罩、勤洗手、常通风、不随地吐痰。

  7. Universal individual hygiene campaigns and environmental sanitation campaigns shall be launched. Residents are requested to take the initiative to get PCR tests, develop good hygiene habits, wear masks properly, wash hands often, keep their homes ventilated, and avoid spitting

  四、落实生产经营单位主体责任,创建“无疫”生产经营场所。对落实防控措施不力的,暂停生产经营活动,全面整改,并依法依规追究责任

  Ⅳ. Production and business entities shall fulfill their responsibility to ensure these premises are COVID-free. Production and business activities shall be suspended at premises which fail to properly implement COVID-19 control measures, rectification measures will be taken and these entities will be held legally responsible.

  (一)“无疫”市场(批发市场、农贸市场)。

  1. COVID-free markets (wholesale and farmers’ markets)

  1.成立市场疫情防控工作办公室。由市场管理方法人直接负责,指定一名副总经理担任防控办主任,由专人负责,实体化运作,建立工作机制和工作方案预案,配备包含流调、管控、转运、消杀等防控队伍力量,战时全脱产参与属地镇街疫情防控工作。

  (1) Set up a market COVID-19 prevention and control office. The office will be directly run by the legal person of the market administrator. A deputy general manager should be designated as the director of the COVID-19 prevention and control office. Dedicated staff must be arranged at the office to ensure the effective operation of the office. A working mechanism, working plan and contingency plan must be established. Designated COVID-19 prevention and control staff shall be arranged to handle epidemiological investigation, lockdown, transfer, disinfection and other disease control tasks. At the time of a major outbreak, these staff shall be fully involved in the COVID-19 control work of the local subdistrict or town.

  2.落实名单化管理。各市场管理方要加强市场从业人员管理,全面摸清本市场相关人员(包含市场方管理人员、档口从业人员、搬运工、清洁工、安保人员等各类从业人员及其同住人员),对人员信息(含姓名、身份证、手机号码、住址、档口号等)进行登记造册,落实名单化管理,并按照要求报送属地镇街及相关部门。

  (2) Implement a name-list-based management mechanism. Market administrators must enhance the management of employees, and get a thorough understanding of personnel working in the market (including market administrators, stall vendors, movers, cleaners, security guards, etc., as well as their roommates). Create a roster of their information (including names, ID numbers, mobile phone numbers, addresses, stall numbers, etc.), to implement roster-based administration. The roster shall be submitted to local towns or subdistricts and relevant authorities as required.

  3.细分市场内管理网格。各市场管理方要在属地镇街的指导下,根据市场布局,结合实际制定本市场细化网格硬隔离方案。涉及多处建筑体、面积较大或功能分区明确的市场,在制定市场硬隔离方案时,可将市场细化,划分为多个网格。不同网格内工作人员凭证件出入,严格分区管理,非必要不跨网格流动。

  (3) Segment the management grid inside the market. Under the instruction of local towns or subdistricts, market administrators shall design a grid-based isolation plan according to the layout and the actual situation of the market. For markets with multiple buildings, markets with large areas and markets with clear functional divisions, the market area can be segmented into multiple grids in the design of isolation plans. Management of the market must be strictly based on zoning. Staff working in different grids shall enter and exit with their passes and should not visit another grid unless necessary.

  4.合理设置出入口,强化进出人员查验管理。市场设置总出入口和分网格出入口,每个出入口均安装电子查验设备、张贴出入场所码。设立专人专岗值守,严格督促进出人员规范佩戴口罩、扫场所码、测温、查验健康码、保持1米距离。所有人员凭48小时核酸阴性证明或24小时内核酸采样记录进入,发现红码或7天内有涉疫风险地区旅居史人员,第一时间向属地镇街防控办报备并落实管控。

  (4) Entrances and exits must be set up at proper locations. Persons entering and exiting the market must be checked. Inside the market, there shall be general entrances and exits, as well as grid entrances and exits. Electronic inspection devices must be installed and venue codes must be put up at each entrance and exit. Dedicated staff must guard the entrances and exits, urge people to wear masks properly, scan the venue code, have their temperature taken, present the health code and practice social distancing of at least 1 meter. All persons must present a 48-hour negative PCR test result or a 24-hour PCR sampling proof to enter the market. Those with a red code or who have been to epidemic-related risk areas within seven days should be reported immediately to their local town (subdistrict) prevention and control office and follow relevant control measures.

  5.建立市场内工作人员核酸检测白名单。每日开展健康监测,持绿码及24小时核酸检测阴性凭证上岗,工作过程中要做好个人防护措施,全程规范佩戴口罩。出现发热、感冒等状况,不得上岗,并应及时报告、就医。

  (5) Create a white list for people working inside the market to track their PCR test results. Health monitoring must be carried out on a daily basis. Staff must go to work with a green health code and a 24-hour negative PCR test result. They should take proper personal protection measures at work and wear masks properly throughout the time. They shall not go to work if they experience symptoms such as fever or cold. In such cases, they should report to relevant authorities and seek medical assistance in time.

  6.各市场方要确保市场内部建立高清无死角视频监控系统,重点是市场出入口、主要通道、公共卫生间门口等点位,实现视频监控全覆盖。对监控清晰度较低、监控数量较少的,要加大投入,及时升级更换、安装设备。

  (6) All markets must make sure a high-definition video surveillance system covers every corner of the market, particularly entrances and exits, main passages, and doors to public restrooms. Low-definition cameras must be replaced with cameras with higher definition. Markets with a limited number of cameras shall increase the number of cameras to make sure there is no blind spot left.

  7.各市场管理方要进一步提升管理水平,严格按照防疫要求开展管理工作,加强日常巡查,及时发现问题立行整改,确保各项防控措施落实到位。督促各经营主体落实经营环境消杀制度,每日要对经营场所进行消杀。

  (7) All market administrators must further improve their management quality. The management must be carried out in strict accordance with COVID-19 prevention and control requirements. Daily patrolling and inspection should be enhanced to identify issues and take rectification measures in a timely manner to make sure every COVID-19 control requirement is properly implemented. All business entities are urged to disinfect their premises on a daily basis.

  (二)“无疫”工业园区。

  2. COVID-free industrial parks.

  1.成立园区疫情防控工作办公室。由园区管理方法人直接负责,指定一名副总经理担任防控办主任,由专人负责,实体化运作,建立工作机制和工作方案预案,配备包含流调、管控、转运、消杀等防控队伍力量,战时全脱产参与属地镇街疫情防控工作。

  (1) Set up an industrial park COVID-19 prevention and control office. The office will be directly run by the legal person of the industrial park. A deputy general manager should be designated as the director of the COVID-19 prevention and control office. Dedicated staff must be arranged at the office to ensure the effective operation of the office. A working mechanism, working plan and contingency plan must be established. Employ COVID-19 prevention and control staff to handle epidemiological investigation, lockdown, transfer, disinfection and other disease control tasks. At the time of a major outbreak, these staff shall be fully involved in the COVID-19 control work of the local subdistrict or town.

  2.落实名单化管理。各工业园区管理方要加强从业人员管理,全面摸清工业园区企业工作人员、居住在工业园区的家属(含姓名、身份证、手机号码、住址、同住人员等)进行登记造册,落实名单化管理,动态更新,并按照要求报送属地镇街及相关部门。

  (2) Implement a name-list-based management mechanism. Industrial park administrators must enhance the management of employees, and obtain information on employees of enterprises inside the park as well as their family members living in the park. Create a roster of their information (including names, ID numbers, mobile phone numbers, addresses, roommates, etc.), to implement roster-based administration. The roster shall be updated dynamically, and be submitted to local towns or subdistricts and relevant authorities as required.

  3.细分园区内管理网格。各工业园区结合企业员工生产生活区域情况及工业园区分布情况,在保证消防安全和生产安全的前提下,预留出入口,实施硬隔离。涉及多处建筑体、面积较大或功能分区明确的园区,在制定园区硬隔离方案时,可将园区划分为多个网格。不同网格内工作人员凭证件出入,严格分区管理,非必要不跨网格流动。

  (3) Segment the management grid inside the park. In line with the zoning of production and living areas inside the park while ensuring fire and production safety, the park can be segmented into multiple grids to achieve isolation of different areas by introducing separate entrances and exits. For parks with multiple buildings, parks with large areas and parks with clear functional divisions, the parking area can be segmented into multiple grids in the design of isolation plans. Administration of the park must be strictly based on the zoning. Staff working in different grids shall enter and exit with their passes and should not visit another grid unless necessary.

  5.建立园区内工作人员核酸检测白名单。每日开展健康监测,持绿码及24小时核酸检测阴性凭证上岗,工作过程中要做好个人防护措施,全程规范佩戴口罩。出现发热、感冒等状况,不得上岗,并应及时报告、就医。

  (5) Create a white list for people working inside the park to track their PCR test results. Health monitoring must be carried out on a daily basis. Staff must go to work with a green health code and a 24-hour negative PCR test result. They should take proper personal protection measures at work and wear masks properly throughout the time. They shall not go to work if they experience symptoms such as fever or cold. In such cases, they should report to relevant authorities and seek medical assistance in time.

  6.各工业园区要确保园区内部建立高清无死角视频监控系统,重点是出入口、主要通道、公共卫生间门口等点位,实现视频监控全覆盖。对监控清晰度较低、监控数量较少的,要加大投入,及时升级更换、安装设备。

  (6) All industrial parks must make sure a high-definition video surveillance system covers every corner of the park, particularly entrances and exits, main passages, and doors to public restrooms. Low-definition cameras must be replaced with cameras with higher definition. Parks with a limited number of cameras shall increase the number of cameras to make sure there is no blind spot left.

  7.建设“无疫”工厂。园区内各工厂成立工厂疫情防控工作组,由企业“一把手”任组长,根据实际建立相关工作小组,实体化运作。全面理清工厂内各类人员名单底册,并及时动态更新,对照底册对工厂内人员进行核酸检测、健康监测名单化管理。由专人监督口罩佩戴、厂区消杀等日常工作落地,每天落实一测(测体温),两码(健康码、行程码)一报告(48 小时内核酸报告)的入厂规定。严格落实厂区、生活区、生产区分区管理,厂内安装高清摄像头对各个区域实现全覆盖监控,减少人员跨区活动。严格厂内人员流动管理,确保人员不集聚、不扎堆、不堂食,涉及到公共餐具、公用物品,进行一用一消毒,努力营造厂区健康、干净、无疫的生产生活环境。

  (7) Create COVID-free factories. Every factory inside the park must set up a COVID-19 prevention and control working group. The head of the factory shall lead the group. Other relevant working groups shall be established if necessary. These groups shall work on a practical and effective basis. Accurate rosters of employees and other persons related to the factories must be created and updated dynamically. PCR tests and health monitoring shall be carried out based on these rosters. Dedicated staff shall supervise if measures such as mask-wearing and disinfection of the factory premises are properly followed. To enter the factory, the temperature must be taken, health code, travel history code, and 48-hour negative PCR test report must be checked on a daily basis. Factory areas, living areas and production areas shall be managed separately. High-definition cameras shall be installed inside the factory to cover every area. Movement between different areas shall be reduced and the flow of people inside the factory shall be restricted to make sure there are no gatherings and no dining in. Public tableware and items shall be disinfected once used. Efforts must be made to create a healthy, clean and COVID-free environment inside the factories.

  (三)“无疫”物流园区。

  3. COVID-free Logistic Parks

  1.成立园区疫情防控工作办公室。由园区管理方法人直接负责,指定一名副总经理担任防控办主任,由专人负责,实体化运作,建立工作机制和工作方案预案,配备包含流调、管控、转运、消杀等防控队伍力量,战时全脱产参与属地镇街疫情防控工作。

  (1) A COVID-19 prevention and control office should be established in logistic parks. The legal representative of the park will hold primary responsibility, and one deputy general manager will serve as the director of the prevention and control office. It will be operated by a dedicated team, and a working mechanism and working plan will be implemented. Personnel will be arranged for epidemiological investigation, lockdown, transfer, and disinfection. During the period of COVID-19 control, they should fully devote themselves to all necessary prevention and control efforts.

  2.落实名单化管理。各物流园区管理方要全面摸清物流园区内从业人员(包括园区管理人员、档口从业人员,临时搬卸工、清洁工、叉车司机等)底数及其家庭成员(同住人员)信息,落实名单化管理、动态更新(每周更新一次),并按照要求报送属地镇街及相关部门,由园区统一制作工作证,从业人员在园区内全程佩戴。

  (2) A name-list-based management mechanism. The park should keep track of the number of employees (including park management personnel, stall employees, temporary movers, cleaners, forklift drivers, etc.) and their relatives (roommates) living within the park. Their names should be listed and updated dynamically (every week), and reported to local towns (subdistricts) and relevant departments as required. Work permits should be issued by the park, and all employees must wear them all the time.

  3.落实围合管理。各物流园区结合企业员工生产生活区域情况及物流园区分布情况,在保证消防安全和生产安全的前提下,进一步优化出入口设置,预留出入口,实施硬隔离。涉及多处建筑体、面积较大或功能分区明确的园区,在制定园区硬隔离方案时,可将园区划分为多个网格。

  (3) Closed-off management. Logistic parks, based on their distinctive layout, should optimize the set-up of entrances, and exits, and reserve entrances and exits for isolation while ensuring production and fire safety. For parks with multiple buildings, large areas, or clear functional divisions, they can be divided into multiple grids when it comes to an isolation plan.

  4.合理设置出入口,强化进出人员查验管理。园区出入口安装电子查验设备、张贴出入场所码,设立专人专岗值守,严格督促进出人员规范佩戴口罩、扫场所码、测温、查验健康码、保持1米距离。所有人员凭48小时核酸阴性证明或24小时内核酸采样记录进入,发现红码或7天内有涉疫风险地区旅居史人员,第一时间向属地镇街防控办报备并落实管控。

  (4) Entrances and exits should be placed at reasonable locations with stricter personnel screening. At the entrance and exit of the park, electronic inspection equipment should be installed; venue codes should be displayed; staff should be arranged to urge individuals to follow measures such as proper mask-wearing, venue code scanning, body temperature checks, health code checks, and keeping a one-meter distance. All personnel shall enter with a 48-hour negative PCR test result or a sampling proof produced within 24 hours. Those with a red code or who have been to epidemic-related risk areas within seven days should be reported immediately to their local town (subdistrict) prevention and control office and follow relevant control measures.

  5.各物流园区要确保园区内部建立高清无死角视频监控系统,并在园区出入口、作业区、洗手间等重点区域全覆盖安装高清摄像头。对监控清晰度较低、监控数量较少的,要加大投入,及时升级更换、安装设备。

  (5) Every logistics park must have an operational high-definition video surveillance system that does not have any blind spots and dead zones. High-definition cameras should be installed in key areas such as the entrance and exit of the park, work areas, and restrooms. Existing cameras with a low definition or that cover a limited area should be upgraded in time.

  6.全面细化入园司机和车辆管理。要求所有省外货车司机入园前完成预约报备工作,加强重点地区来(返)穗货车管控。所有入园人员落实三个100%(100%测温、100%扫场所码、100%查验行程卡)。设置来(返)穗货运车辆专用红、黄、绿作业区并明确标识(红区:重点地区来穗货车停放,司机全程不下车;黄区:其他高风险所在地市来穗货车停放,司机全程不下车;绿区:常态化防控区域来穗货车停放)。

  (6) Refined protocols for drivers and vehicles entering the park. Before entering the park, all truck drivers from outside the province must apply and register. Stricter measures should be implemented for trucks coming (or returning) to Guangzhou from key areas. All personnel entering the park must have their temperature taken, scan the venue code, and show their travel history records. Special zones featuring red, yellow, and green for freight vehicles coming (returning) to Guangzhou should be set up. (Red zone: trucks coming from key areas, and the driver should not get out of the car; yellow zone: trucks traveling from cities where there are high-risk areas, and drivers should not get out of the car; green zone: trucks traveling from normalized prevention and control areas).

  7.建立园区内工作人员核酸检测白名单。每日开展健康监测,持绿码及24小时核酸检测阴性凭证上岗,工作过程中要做好个人防护措施,全程规范佩戴口罩。出现发热、感冒等状况,不得上岗,并应及时报告、就医。

  (7) A white list of staff working in the park to track their PCR test results. A daily health monitoring mechanism should be in place: staff is allowed to work provided they have a green code and a 24-hour negative PCR test result. Staff must take personal protective measures and wear masks while on the job. Those who show symptoms such as a fever or cold are not allowed to work, and should report and seek medical treatment as soon as possible.

  8.各物流园区要进一步提升管理水平,严格按照防疫要求开展管理工作,加强日常巡查,及时发现问题立行整改,确保各项防控措施落实到位。督促各经营主体落实经营环境消杀制度,每日要对经营场所进行消杀。

  (8) It is important that all logistics parks continue to improve their management, adhere strictly to epidemic control protocols, strengthen daily inspections, and fix a problem once discovered to ensure that prevention and control measures are effective. Parks should urge all business entities to disinfect their areas on daily basis.

  (四)“无疫”工地。

  4. COVID-free Construction Sites

  1.成立工地疫情防控工作办公室。由工地现场负责人直接负责,指定专人担任防控办主任,实体化运作,建立工作机制和工作方案预案,配备包含流调、管控、转运、消杀等防控队伍力量,战时全脱产参与属地镇街疫情防控工作。

  (1) A COVID-19 prevention and control office should be established at every construction site. The legal person of construction sites will hold primary responsibility, and a designated person will serve as the director of the prevention and control office. A dedicated team will be responsible for its operation, and a working mechanism and working plan will be put in place. Staff will be arranged for epidemiological investigation, lockdown, transfer, and disinfection. During the period of COVID-19 control, they should be fully devoted to all necessary prevention and control efforts.

  2、建立参建人员名单底册,实施人员闭环管理。参建单位对参建人员进行逐一登记,建立健全参建人员名单底册。参建人员在工地现场集中居住,闭环管理。工地现场确无居住条件的,参建单位要统一集中安排居住场所,对参建人员实施居所和工地“两点一线”全闭环管理,期间不聚餐、不堂食、不乘坐公共交通,由参建单位统一安排交通车辆,集中乘车,全程做好个人防护。参建人员需持48小时内2次核酸阴性证明(间隔24小时以上),不得使用日结散工。

  (2) Form a list of construction workers, and implement closed-loop management. The construction companies should register the names of every worker, and put together a list. Construction workers should live at the construction site under closed-loop management. If there are no available living spaces at the construction site, the companies should arrange a centralized residence, and all workers can only travel between their residence and the construction site. Construction workers shall not have group meals, dine at restaurants, or take public transportation. Companies shall arrange designated vehicles for workers who shall practice proper personal protection during commuting. Construction workers must hold two negative PCR test results produced within 48 hours (with an interval of more than 24 hours). No temporary workers should be employed.

  3.落实网格化围合管理。根据实际建设施工情况合理分区分组,办公区、生活区、施工区、材料加工和存放区等区域应内部分隔,设置最小工作网格单元,实施物理围蔽隔离。所有参建人员凭证上岗,各网格单元间避免人员工作及生活交叉。

  (3) Construction sites should be placed under grid-based closed-off management. The office area, living area, construction area, material processing and storage area should be separated reasonably, and set up minimum working grids isolated with dividers. All construction personnel must hold work permits; people working in different grids should have minimal contact to avoid cross infection.

  4.合理设置出入口,强化进出人员查验管理。施工现场进行全围蔽,原则只保留一个出入口,安装电子查验设备、张贴出入场所码,至少派1名保安和1名管理人员24小时值守,严格督促进出人员规范佩戴口罩、扫场所码、测温、查验健康码、保持1米距离。临进人员需提前报备并查验24小时内核酸阴性证明,物料运输车辆进场前必须在车门贴封条,入场后司机不得与施工现场和人员有任何物理接触。发现红码或7天内有涉疫风险地区旅居史人员,第一时间向属地镇街防控办报备并落实管控。

  (4) Entrances and exits should be placed at reasonable locations with stricter personnel screening. Construction sites should be fully fenced off, and only one entrance and exit should be allowed in principle. Electronic inspection equipment should be installed; venue codes should be displayed; at least one guard and one management staff should be on duty 24/7 to urge individuals to follow measures such as proper mask-wearing, venue code scanning, body temperature checks, health code checks, and keeping a one-meter distance. Visitors should apply and register in advance and display a 24-hour negative PCR test result. Before entering the site, material transportation trucks must be sealed on the door. After entering the site, the driver must not have any physical contact with personnel or other objects within the construction site. Those with a red code or who have been to epidemic-related risk areas within seven days should be reported immediately to their local town (subdistrict) prevention and control office and follow relevant control measures.

  5.各工地要确保工地内部建立全高清无死角视频监控系统,并在出入口、作业区、洗手间等重点区域全覆盖安装高清摄像头。对监控清晰度较低、监控数量较少的,要加大投入,及时升级更换、安装设备。

  (5) Every construction site must have an operational high-definition video surveillance system that does not have any blind spots and dead zones. High-definition cameras should be installed in key areas such as the entrance and exits, work areas, and restrooms. Existing cameras with a low definition or that cover a limited area should be upgraded in time.

  6.建立工地内工作人员核酸检测白名单。每日开展健康监测,对管理人员、参建人员、后勤人员、保洁人员、保安人员等各类人员落实核酸“1天1检”,持绿码及24小时核酸检测阴性凭证上岗。

  (6) A white list of staff with negative PCR test results for working at the construction site. A daily health monitoring mechanism should be in place: management personnel, construction workers, logistics, cleaners, and security staff must take PCR tests every day, and are allowed to work only when they can hold a green code and a 24-hour negative PCR test result.

  7.各工地要进一步提升管理水平,严格按照防疫要求开展管理工作,加强日常巡查,及时发现问题立行整改,确保各项防控措施落实到位。

  (7) It is important that all construction sites continue to improve their management, adhere strictly to epidemic control protocols, strengthen daily inspections, and fix a problem once discovered to ensure that prevention and control measures are effective.

  (五)其他各类生产经营主体。

  5. Other Production Sites and Businesses

  1.大型商超、商业综合体、写字楼、宾馆酒店(公寓、民宿)、餐饮单位、旅游景区等各类经营单位(场所),都要落实好疫情防控工作六件事:

  (1) Supermarkets, commercial complexes, office premises, hotels (apartments and B&Bs), catering service providers, tourist attractions and other businesses shall perform well in the six major COVID-19 prevention and control tasks:

  一是成立本单位疫情防控工作办公室,实体化运作,并组建包含流调、管控、转运、消杀等防控队伍力量,战时全脱产参与属地镇街疫情防控工作。

  a.     They shall establish their own COVID-19 prevention and control offices and put them into operation. Disease prevention and control teams engaged in epidemiological investigation, lockdown, transfer, and disinfection shall also be set up. During the period of COVID-19 control, they should fully devote themselves to all necessary prevention and control efforts.

  二是全面摸清人员底册,实行名单化管理,并建立核酸检测白名单,每日开展健康监测。

  b.     They shall examine thoroughly the register of personnel, set up a name-list-based management mechanism, formulate a white list for PCR testing, and roll out daily health monitoring.

  三是严格落实人员出入查验管理,出入口安装电子查验设备、张贴出入场所码,设立专人专岗值守,严格督促进出人员规范佩戴口罩、扫场所码、测温、查验健康码、保持1米距离。所有人员凭48小时核酸阴性证明或24小时内核酸采样记录进入。

  c.     Strict entry and exit management shall be implemented, including measures such as installing electronic verification devices, putting up venue codes, arranging designated personnel to watch over, urging people who enter and exit to wear their masks properly and keep one-meter distance, supervising venue code scanning and temperature checks and health code checks. All residents shall present their 48-hour negative PCR test results or 24-hour sampling proof before entry.

  四是强化涉疫风险人员排查,发现红码或7天内有涉疫风险地区旅居史人员,第一时间向属地镇街防控办报备并落实管控。

  d.They shall carry out stringent screening of people with exposure risks. Those with a red code or who have been to epidemic-related risk areas within seven days should be reported immediately to their local town (subdistrict) prevention and control office and follow relevant control measures.

  五是要在经营场所内部建立高清无死角视频监控系统,特别是主通道、作业区、洗手间等重点区域全覆盖安装高清摄像头。

  e.They shall install a high-definition video surveillance system that does not have any blind spots and dead zones for their operational sites, especially set up high-definition cameras that can cover every main aisle, work area, restroom and other key areas.

  六是严格按照防疫要求开展管理工作,强化通风透气、环境消杀,加强日常巡查,及时发现问题立行整改,确保各项防控措施落实到位。

  f. They shall carry out daily management in accordance with COVID-19 prevention and control requirements, such as improving ventilation, reinforcing disinfection, strengthening daily patrol, and immediately fixing a problem once discovered, so as to ensure that prevention and control measures are effective.

  2.城市公交、网约车、出租车,司机必须规范佩戴口罩,核酸每天一检。同时,必须落实扫码、测温、查验乘客健康码,提醒乘客全程规范佩戴口罩。不得接载红码人员(紧急就医等特殊情况除外),不得进入高风险区和临时管控区接载乘客。如发现红码人员务必尽快联系就近村(居)、社区落实就地管控。

  (2) Drivers of buses, e-hailing vehicles, and taxis shall wear their masks properly and take a PCR test once a day. Meanwhile, they shall check passengers’ health codes, ensure code scanning, carry out temperature checks, and remind passengers of wearing their masks properly. They shall not take any red health code holder (except for someone in need of emergency medical care), nor will they enter high-risk areas or areas under temporary lockdown to pick up passengers. If they discover red health code holders, they shall contact the nearest village (residential) committee, or community to implement on-site control.

  五、关于责任落实

  V. Requirements

  (一)广泛开展疫情防控宣传工作,及时公布病例涉及的重点场所情况,引导居民群众当好个人健康安全的“第一责任人”,提升防控意识,积极配合各项疫情防控措施。

  1. The publicity work on epidemic prevention and control shall be carried out extensively, with key areas related to new cases being published timely, and residents being guided to protect their health and safety of themselves and actively cooperate with relevant prevention and control measures. 

  (二)各单位要加强支援疫情防控工作人员管理,集中居住场所要向属地镇(街)报备,严格落实闭环管理措施,尤其是加强进出高风险区、临时管控区以及近7天内病例活动区域的工作人员管理。

  2. All organizations shall strengthen the management of their staff participating in epidemic prevention and control. Please report the centralized residences to the local town (subdistrict) and implement closed-loop management, especially for those entering and leaving high-risk areas, temporary lockdown areas, and epidemic-related areas that COVID-19 patients have been to within seven days.

  (三)对不履行主体责任、拒不执行防疫要求特别是不配合流行病学调查、瞒报谎报涉疫行踪轨迹信息、风险地区人员未经同意擅自离开、协助他人逃避疫情防控管理并造成疫情传播的单位和个人,将根据《中华人民共和国刑法》《中华人民共和国传染病防治法》等法律规定追究法律责任。

  3. Any entity or individual that fails to fulfill the responsibility, refuses to implement the epidemic prevention requirements, especially fails to cooperate with the epidemiological investigation, conceals or falsely reports the travel history, leaves the risk areas without permission, assists others to get rid of the epidemic prevention and control management, and causes the spread of the epidemic, will be held legally accountable in accordance with the Criminal Law of the People's Republic of China, and the Law of the People's Republic of China on Prevention and Treatment of Infectious Diseases.
