Article 1 To fully carry out the compulsory education in Baiyun District for children living with their migrant parents, these measures are hereby formulated in accordance with the spirit of the Notice by the People’s Government of Guangzhou Municipality of Issuing the Regulations on the Service and Administration of the Points-based System for Migrants in Guangzhou (Sui Fu Gui [2021] No.7) and theNotice by Bureau of Migrant Service of Guangzhou Municipality of Issuing the Detailed Rules for the Implementation of the Regulations on the Service and Administration of the Points-based System for Migrants (Sui Lai Sui Gui Zi [2021] No.1 ) and other documents, and in light of the realities of Baiyun District.
Article 2 These measures must apply to the migrants who hold a valid Residence Permit of Guangdong Province (application or endorsement) to apply the points-based school admission for their children.
The term “the migrants in Guangdong” herein refers to the residents living in the administrative districts of Guangzhou without Guangzhou household registration.
The term “applicant” herein refers to the migrants who apply for points-based school admission.
Article 3 The term “points-based school admission” herein refers to the coordinated arrangement of children living with their migrant parents enrolling in the first grade of public or government-subsidized private elementary schools or junior high schools in Baiyun District by means of the points-based school admission.
According to Indicators and Scoring Sheet for School Admission of Children Living with Their Migrant Parents in Baiyun District, Guangzhou, 2022, those applicants who are migrants in Guangzhou, are quantified and scored by various indicators and ranked from high to low. The points-based school admission must enroll students based on their rank hereinabove, their choices, and the current points-based enrollment plan in Baiyun District.
Article 4 Requirements for the Application of Points-based School Admission
(I) Requirements for the Applicant
1. Both the applicant and his or her children are without Guangzhou household registration.
2. The applicant has a legal and stable residence in Guangzhou and holds a valid Residence Permit of Guangdong Province for a full year, and the “full year” must be counted consecutively. The time of the residence permit must be calculated by referring to the Notice by the Bureau of Migrant Service of Guangzhou Municipality of Issuing the Detailed Rules for the Implementation of the Regulations on the Service and Administration of the Points-based System for Migrants (Sui Lai Sui Gui Zi [2021] No.1 ). The deadline for calculating is August 31st,2022.
3. The applicant has a legal and stable residence or job inBaiyun District.
Eligible migrants in Guangzhou shall meet the three requirements hereinabove, have valid points verified in the “Information System for the Service and Administration of Points-based System of Migrant in Guangzhou”, and not be in the process of point dissenting or point adjusting, prior to the application for his or her children of enrolling in the first grade of public or government-subsidized private elementary schools or junior high schools in Baiyun District.
The “legal and stable residence in Baiyun District” hereinabove means that the applicant or his or her spouse has legal ownership housing or legal rental housing, or lives in the corporate housing in Baiyun District.
The “legal and stable employment in Baiyun District” hereinabove means that the applicant shall meet one of the following four requirements: 1. Holding the industrial and commercial business license in Baiyun District; 2. Holding the basic information form of commercial registration of Baiyun District; 3. Paying (one of) the social insurance premiums through the applicant’s employer in Baiyun District according to law; 4. Holding other documents proving he or she has a legal and stable job inBaiyun District.
(II) Requirements for Children Living with Their Migrant Parents and Applying for Points-based School Admission
Children of migrant workers in Guangzhou applying for the first grade of elementary schools according to the points-based system shall be above the age of 6 (as of August 31st (included) of the year) without any previous admission records. Children of migrant workers applying for the first grade in junior high school according to the points-based system shall be students enrolled in the 6th grade of elementary schools in the current year
In case that the applicant also meets the two requirements hereinafter, his or her children with the qualification of points-based school admission are eligible for the first batch of enrollment (the deadline for calculating each requirement is August 31st of the admission year): 1. Having a legal and stable residence in Baiyun District and has applied for Residence Permit of Guangdong Province for 5 consecutive years; 2. Having paid (one of) the social insurance premiums in Guangzhou according to the law for 5 consecutive years.
Article 5 Procedures for the Application of Points-based School Admission
(I) Application Submission
1. Verify the points. The applicant shall finish points verification according to the Notice by Baiyun District Education Bureau of Guangzhou Municipality and Baiyun District Migrant Service Bureau of Guangzhou Municipalityof Verifying Points for Children Living with Migrant Parents and Applying for the Points-based School Admission in Baiyun District, Guangzhou, 2022. Please refer to the official website of Baiyun District People’s Government of Guangzhou Municipality for details.
2. Fill in the application. Applicants meeting the requirements of points-based school admission shall fill in the application for points-based school admission at the “Online Application Center for Points-based School Admission in Baiyun District” via “Information System for the Service and Administration of Points-based System of Migrants in Guangzhou—Points-based School Admission—Admission Information Confirmation—Baiyun District”.
(II) Verification for Qualifications
Baiyun District Migrant Service Bureau of Guangzhou Municipality shall lead other competent departments in the district to verify the qualifications of applicants for the first batch of enrollment.
(III) Announcement of the Points
Baiyun District Migrant Service Bureau shall make public the points of all applicants who meet the requirements of points-based school admission in Baiyun District on the official website of Baiyun District People’s Government of Guangzhou Municipality for 5 natural days.
In case of any dispute raised by applicants regarding the results of the qualification points for the first batch of enrollment, a review could be applied for at the “Online Application Center for Points-based School Admission in Baiyun District, Guangzhou” within the announcement period.
Article 6 Announcement of the Enrollment Name List and Plan
(I) Announce the enrollment name list. Baiyun District Education Bureau shall determine and announce the list of children living with migrant parents in Guangzhou who are qualified for points-based school admission according to the spots available in schools and the ranks of their points.
(II) Announce the enrollment plan. Baiyun District Education Bureau shall appropriately determine the list of public or government-subsidized private schools and their planned enrollment according to the spots available in schools.
Article 7 Spots Arrangement
(I) Fill in the choices. Applicants shall fill in the choices for their children meeting the requirements of points-based school admission at the “Online Application Center for Points-based School Admission in Baiyun District, Guangzhou”.
(II) Assign spots. All the districts shall assign spots in schools automatically by a computer system in accordance with the principle of “points-first assignment taking choices into account under the coordinated arrangement”. Those eligible for the first batch of enrollment shall be assigned spots with priority.
Where any applicants have the same scores, their children shall be admitted in order of the point ranks of their Residence Permit of Guangdong Provinceapplication years, legal and stable employment, and education level. In case that the scores are still the same, the applicants’ children shall be admitted according to their birth dates.
Applicants shall be assigned spots by their districts where they choose to accept the arrangement when filling in the choices and fail to be admitted by their choices; and in case that they do not choose to accept the arrangement when filling in the choices and fail to be admitted by their choices, spots shall not be assigned for them. Twins and multiple births shall be assigned to the same school in principle.
(III) Clearing. Children of migrant parents in the list of points-based school admission may fill in their choices again through clearing according to the left spots in schools offering points-based admission in case that they fail to be admitted in the first and second batches or miss the time of filling in choices. The procedure of clearing is the same as that of “(II) Assign spots” hereinabove.
Any applicants who fail to fill in the choices according to the requirements are considered to give up their qualification for points-based school admission.
(IV) Confirm spots. Applicants shall confirm the admission in time or theyare considered to give up the qualification for points-based school admission for their children.
(V) Complete enrollment procedures. Children living with their migrant parents in Guangzhou shall complete the enrollment procedures in time when they are admitted by public or government-subsided schools through points-based school admission. Those who fail to do so within a limited period or do not accept the arrangement are regarded as giving up their spots.
Article 8 Migrants in Guangzhou who do not participate in the points-based application or give up their point-based admission qualification or fail to meet the points-based admission requirement due to limited conditions can enroll the children living with them in legally operated private schools.
Article 9 Tuition and Registration Management
(I) For children living with their migrant parents who are qualified for points-based admission and admitted by public schools offering these spots, schools shall not be allowed to charge any fees other than the item stipulated by the price department. Children living with their migrant parents who are qualified for points-based admission and admitted by government-subsidized private schools offering these spots shall be subsidized appropriately according to corresponding rules.
(II) Children obtaining a spot through the point-based application shall no longer enjoy the subsidy if they transfer to another school or get household registration in Guangzhou during their elementary or junior high school education.
(III) Children entering junior high schools from elementary schools require a re-application for junior high school spots according to points-based admission.
(IV) Schools enrolling children of migrant workers according to points-based admission shall establish records for them.
Article 10 Baiyun District Education Bureau of Guangzhou Municipality, Baiyun District Migrant Service Bureau of Guangzhou Municipality, and discipline inspection and supervision departments shall investigate any irregularities and violations and hold anyone involved responsible according to the law in the admission of children living with their migrant parents in Guangzhou.
Migrants in Guangzhou who apply for points-based school admission for their children shall provide true and valid documents, certificates, and other relevant supporting materials. Where there is any falsification, their application qualifications and the corresponding subsidies shall be canceled immediately, and they shall be held responsible under the law.
Article 11 These measures shall come into force on June 11th, 2022, and shall remain in force until December 31st, 2022.
