Implementation Measures for Points-Based Enrollment Policy for Migrant Children in Baiyun District, Guangzhou in 2023

  Article 1 To facilitate migrant children to receive compulsory education in the district, these Measures are hereby formulated in light of the reality of Baiyun District according to the provisions in the Notice of Guangzhou Municipal People’s Government on Issuing the Regulations on the Points-based Migrant Service and Administration in Guangzhou (Sui Fu Gui [2021] No.7) and Notice of Migrant Service Administration of Guangzhou Municipality on Issuing the Implementation Provisions of Points-based System for Migrant Service and Administration in Guangzhou (Sui Lai Sui Gui Zi [2021] No.1).

  Article 2 These Measures are applicable to the children of migrants who hold a validResidence Permit of Guangdong Province obtained or endorsed in Guangzhou and are eligible to apply for point-based enrollment.

  The term "migrant" as mentioned in these Measures refers to residents who do not have a registered permanent residence in Guangzhou but reside within the administrative area of Guangzhou.

  The term "applicant" as mentioned in these Measures refers to migrants who are applying for points-based enrollment for their children.

  Article 3 The term "points-based enrollment" as mentioned in these Measures refers to overall arrangements for the children of migrants in Guangzhou to enroll in the first or seventh grade of public schools or government-subsidized private schools in Baiyun District through the points-based admission system.

  According to the Points-based Enrollment Indicators and Rubric for Migrant Children in Baiyun District, Guangzhou in 2023, various indicators are used to quantify applicants’ eligibility, and they are then assigned scores accordingly. The applicants will then be ranked in descending order based on their scores. Admission decisions are made by considering the applicants’ preferences and the points-based enrollment plan in Baiyun District for the current year.

  Article 4 Application Requirements

  (1) Requirements for applicants

  a. The applicant and his/her children are not registered permanent residents of Guangzhou.

  b. The applicant must have held a valid Residence Permit of Guangdong Province obtained or endorsed in Guangzhou for at least one year. The residence permit duration shall be calculated in accordance with the guidelines specified in the Notice of Migrant Service Administration of Guangzhou Municipality on Issuing the Implementation Provisions of Points-based System for Migrant Service and Administration in Guangzhou (Sui Lai Sui Gui Zi [2021] No. 1), with the cutoff date set as August 31, 2023.

  c. The applicant shall have a stable residence or be legally and stably employed in Baiyun District.

  Migrants who meet all three of the above requirements and have been assigned valid points via the Points-Based Migrant Service and Administration Information System of Guangzhou Municipality and are not in the process of point disputes or adjustments, are eligible to apply for enrollment in the first or seventh grade of public schools or government-subsidized private schools in Baiyun District for their children.

  The aforementioned term "stable residence in Baiyun District" refers to the applicants or their spouses having legal ownership of a residence, stably leasing a residence (as per the Housing Lease Registration Certificate or the Housing Lease Information Collection Formwithin the valid period in Baiyun District), or residing in a dormitory within Baiyun District.

  The aforementioned term "legally and stably employed in Baiyun District" refers to applicants meeting one of the following three requirements: 1. holding a business license issued by Baiyun District; 2. holding the basic information form of commercial registration issued by Baiyun District; 3. paying social insurance premiums (at least one type of insurance) in Baiyun District and being in the state of valid payment during application.

  (2) Requirements for children of migrants

Children of migrants applying for points-based enrollment in the first grade of primary school must be at least 6 years old (as of August 31 of the current year) and have no previous school enrollment records. Children of migrants applying for points-based enrollment in the first grade of junior high school must be sixth graders of primary school in the current year.

  If the applicant also meets the following three requirements, the children who have obtained eligibility for points-based enrollment in Baiyun District will be granted school places of the first batch (all requirements are calculated as of August 31 of the year of enrollment). a. The applicant has held a valid Residence Permit of Guangdong Provinceobtained in Baiyun District for five consecutive years (the calculation of the residence permit duration follows the Notice of Migrant Service Administration of Guangzhou Municipality on Issuing the Implementation Provisions of Points-based System for Migrant Service and Administration in Guangzhou (Sui Lai Sui Gui Zi [2021] No. 1)). b. The applicant has continuously resided in Baiyun District for five years. c. The applicant has continuously paid social insurance premiums in accordance with the relevant law in Guangzhou (with at least one type of insurance and in the state of valid payment during application) for five years (years of social insurance contributions transferred from other regions or retroactive payments are not counted in the calculation of years).

  Article 5 Application Process

  (1) Filing an application

  a. Verifying points: Applicants shall complete the verification of points according to theAnnouncement of Education Bureau of Baiyun District and Migrant Service Administration of Baiyun District of Guangzhou Municipality on the Point Verification of Points-Based Enrollment Application for Migrant Children in Baiyun District in 2023. For detailed information, please visit the Guangzhou Baiyun District People's Government Website.

  b. Filling in application information: Applicants who meet the requirements for points-based enrollment in Baiyun District can access the “Points-based Enrollment Online Service Center of Baiyun District” through the “Points-Based Migrant Service and Administration Information System of Guangzhou Municipality” - “Points-based Enrollment” - “Enrollment Instructions” - “Baiyun District”. They shall then proceed to fill in the application information for points-based enrollment.

  (2) Reviewing the applicant's qualifications

  The Migrant Service Administration of Baiyun District will coordinate with township governments, subdistrict offices, and relevant departments within the district to review the applicant's qualifications within the scope of their functions and determine whether the applicant meets the criteria for school places of the first batch.

  (3) Announcing the applicant's points

  The Migrant Service Administration of Baiyun District will announce the point results of all applicants who meet the criteria for the points-based admission system in Baiyun District on the Guangzhou Baiyun District People's Government Website and keep the information publicly available for five natural days.

  Applicants who have objections regarding their application qualifications, point results, or whether they have been included in the first batch of school places allocation, can submit a request for review during the public notice period by logging into the Points-based Enrollment Online Service Center of Baiyun District.

  Article 6 Publication of the Grantees’ List and Enrollment Plan

  (1) Publishing the grantees’ list: Based on available school places and the ranking of total points, the Education Bureau of Baiyun District will determine and publish the list of migrants' children who have obtained qualification for points-based enrollment.

  (2) Publishing the enrollment plan: Based on the available number of school places, the Education Bureau of Baiyun District will reasonably determine the list of public schools and government-subsidized private schools that will accept migrants' children under the points-based enrollment system and the enrollment plan for each school.

  Article 7 Arrangement of School Places

  (1) School Application: Applicants whose children are qualified for points-based enrollment can fill out their school preferences through the Points-based Enrollment Online Service Center of Baiyun District.

  (2) School Places Allocation: According to the principles of “points priority, preference consideration, and overall arrangement”, school places across the district will be automatically allocated in two batches via the computer system. The applicants who have qualified for school places of the first batch will be given priority, while the remaining applicants will be included in the second batch.

  When applicants have the same total points, the admission priority will be determined based on the scores for the duration of the applicant's Residence Permit of Guangdong Province, legal and stable employment, as well as educational background. If the total points are still the same after considering the criteria above, the admission priority will be based on the chronological order of the birth dates of the migrants’ children.

  If the applicant chooses to abide by the school place arrangements and is not admitted to any of the schools selected, the school places will be arranged by the relevant area. However, if the applicant chooses not to abide by the school place arrangements and is not admitted to any of the schools selected, the school places will not be arranged.

  (3) Supplementary Admission: Migrants' children who are included in the points-based enrollment list but have not been admitted in either the first or second batch, as well as those who fail to submit their preferences within the specified period, will have the opportunity to re-submit their preferences for supplementary admission based on the availability of school places for the current academic year. Supplementary admission follows the same procedures as outlined in (2) School Places Allocation.

  Twins and multiple siblings are generally placed at the same school if possible. If the applicant already has children studying in public schools in Baiyun District, his/her other children will be considered for enrollment in the same school, subject to the availability of school places.

  If the applicant fails to submit the preferences as required, it will be considered a waiver of the qualification for points-based enrollment.

  (4) Result Confirmation: Applicants shall promptly confirm the admission results. Failure to do so within the specified period will be considered a waiver of the qualification for points-based enrollment for their children.

  Applicants who have special circumstances such as family difficulties and need to change the school for their children can submit an application to the Educational Guidance Center in charge of the school. The center will then make arrangements based on the availability of school places within its jurisdiction.

  (5) School Enrollment: Migrants' children who have obtained qualification for points-based enrollment in public schools or government-subsidized private schools should promptly complete the enrollment procedures at the assigned school. Those who fail to register within the time limit or do not obey the arrangement shall be deemed to have given up their places automatically.

  Article 8 Migrants who choose not to participate in the points-based application, voluntarily give up the qualification for points-based enrollment, or fail to meet the requirements for points-based enrollment, may choose to apply for legally operated private schools for their children.

  Article 9 Tuition Fees and Student Record Management

  (1) For migrants’ children who have obtained qualification for points-based enrollment and are admitted to public schools with designated quotas for points-based enrollment, the schools shall not charge any fees beyond those stipulated by the price administration. For migrants’ children who have obtained qualification for point-based enrollment and are admitted to private schools with designated quotas for points-based enrollment, they will be granted subsidies in accordance with the relevant regulations.

  (2) During their primary or junior high school education, migrants’ children who have obtained school places through the points-based system will no longer be eligible for the point-based admission subsidy if they transfer to another school or register a permanent residence in Guangzhou.

  (3) For children enrolled under the points-based system, a new application is required when they finish primary school and need to enter a junior high school.

  (4) The receiving school shall establish a school register for children enrolled under the points-based system.

  Article 10 In case of any violations or disciplinary misconduct during the points-based enrollment of migrants' children, the Education Bureau of Baiyun District, the Migrant Service Administration of Baiyun District, and disciplinary inspection and supervision departments shall conduct a thorough investigation and hold relevant parties accountable by law.

  Applicants shall ensure that the documents, certificates, and related supporting materials provided are genuine and valid. Once any fraudulent or deceptive behavior is confirmed, their application eligibility and subsidies will be immediately revoked, and legal responsibilities will be pursued in accordance with the law.

  Article 11 These Measures shall come into force from May 12, 2023 and shall remain in force until December 31, 2023.
