Implementation Measuresfor Points-Based Enrollment Policyfor Migrant Children in Baiyun District, Guangzhou
Article 1 To enhance compulsory education opportunities for migrant children in Baiyun District, these Measures are formulated tailored to the specific needs of Baiyun District, and in accordance with the Notice of Guangzhou Municipal People’s Government on Issuing the Regulations on Points-Based Service for Migrants in Guangzhou(Sui Fu Gui [2021] No. 7), Notice of Guangzhou Municipal Migrant Service Bureau on Issuing the Implementation Rules for Regulationson Points-Based Service for Migrants in Guangzhou(Sui Lai Sui Gui Zi [2021] No. 1), and the Notice of Guangzhou Municipal Education Bureau and Guangzhou Municipal Migrant Service Bureau on Promoting Compulsory Education for Migrant Children(Sui Jiao Gui Zi [2023] No. 4).
Article 2 These Measures apply to migrants holding valid Guangdong Residence Permitsissued or endorsed in Guangzhou, who are applying for points-based enrollment for their children.
For the purposes of theseMeasures, “migrants” refer to residents without Guangzhou household registration who live within the administrative area of Guangzhou Municipality.
“Applicants”refer to migrants applying for points-based enrollment for their children.
Article 3 In these Measures, “points-based enrollment” refers to the system that coordinates the enrollment of migrant children into Grade 1 and Grade 7 of public schools or government-subsidized private schools in Baiyun District under the points-based policy.
Points-based enrollment quantifies and assigns scores to various indicators of migrants applying for points-based enrollment in accordance with theRubric for Points-Based Enrollment of Migrant Children in Baiyun District, Guangzhou. Admission decisions are made based on applicants' points ranking, from high to low, while considering their preferences and the annual points-based enrollment plan of Baiyun District.
Article 4 Application Criteria
(I) Requirements for Applicants
1.Both the applicant and their children are not registered permanent residents of Guangzhou.
2.The applicant must hold a valid Guangdong Residence Permit, issued or endorsed in Guangzhou, for at least one year. The residence permit duration shall be calculated according to the Notice of Guangzhou Municipal Migrant Service Bureau on Issuing the Implementation Rules for Regulationson Points-Based Service for Migrants in Guangzhou(Sui Lai Sui Gui Zi [2021] No. 1), with the cut-off date being August 31 of the enrollment year.
3.The applicant must have stable residence in Baiyun District, have stable employment (or entrepreneurship) in Baiyun District, be paying at least one type of social insurance in Baiyun District (the insurance must be active at the time of application), or have a child registered in the sixth grade of a primary school in Baiyun District.
Applicants who meet all three of the aboverequirements and have verified valid points in the Guangzhou Migrant Points-Based Service Information System, without being in the points dispute or adjustment process, can apply for a place for their children in Grade 1 or 7 of a public school or government-subsidized private school in Baiyun District.
“Stable residence in Baiyun District” means that the applicant or their spouse have legal property ownership (validated by a valid Real Property Ownership Certificate, Real Property Registration Certificate, or Real Estate Property Certificate, with the property designated for residential use), have stable rental residence (validated by a valid House Rental Registration Certificateor House Rental Information Collection Formissued in Baiyun District), or live in an employee dormitory within Baiyun District.
“Stable employment (or entrepreneurship) in Baiyun District” means that the applicant meets one of the following conditions: 1. holding a business license issued by Baiyun District; 2. holding a basic information form for commercial registration issued by Baiyun District.
(II) Requirements for Migrant Children
Children of migrants applying for points-based enrollment in Grade 1 must be at least 6 years old (as of August 31 of the current year) and have no prior school enrollment record. Children applying for points-based enrollment in Grade 7 must be current sixth-grade students.
Article 5 Application Procedure
(1) Application Submission
1.Points Verification: Applicants must complete the points verification process according to the annual points verification announcement. Details can be found on the Guangzhou Baiyun District People’s Government website.
2.Application Submission: Eligible applicants must submit their application through the Guangzhou Migrant Points-Based Service Management Information System. They shall navigate to “Points-Based Enrollment” -> “Enrollment Guidelines Confirmation” -> “Baiyun District” to enter the “Baiyun District Points-Based Enrollment Online Service Center” and fill in the required information.
(II) Qualification Review
TheDistrict Migrant Service Bureau, in collaboration with various town governments, subdistrict offices, and relevant departments, will review the qualifications of applicants based on their respective functions.
(III) Points Announcement
The District Migrant Service Bureau will publicly announce the points results of alleligible applicants on the Guangzhou Baiyun District People’s Government website. The announcement will be made for a period of five calendar days.
Applicants who have objections to their qualifications or points results can submit a request for review through the Guangzhou Baiyun District Points-Based Enrollment Online Service Center during the public announcement period.
Article 6 Release of Enrollment List and Admission Plan
(I) Enrollment List Announcement: The District Education Bureau will determine and publish the list of migrant children eligible for points-based enrollment based on the availability of school places and their points ranking.
(II) Admission Plan Announcement: The District Education Bureau will establish and announce the admission plans, including the list of public schools and government-subsidized private schools that will accept children through points-based enrollment, along with their respective admission quotas, based on the available school places.
Article 7 School Placement
(I) Submission of Preferences: Applicants must submit their school preferences for their qualified migrant children through the Guangzhou Baiyun District Points-Based Enrollment Online Service Center.
(II) Allocation of School Places: School places are allocated by each area according to the principle of “points priority, preference consideration, and overall arrangement”, using an automated computer system.
If multiple applicants have the same points, placements will be determined based ontheir scores for the duration of their Guangdong Residence Permit, legal and stable employment, and educational background. If scores are still tied, the order of the children’s birth dates will be considered.
Applicants who choose to accept any available school place and are not admitted to any of their preferred schools will be assigned a school by therelevant area. However, for those who choose not to accept any available school place and are not admitted to any of their preferred schools, school places will not be arranged.
(III) Supplementary Enrollment: Migrant children on the points-based enrollment list who were not admitted, or who missed the preference submission deadline, can submit new preferences based on remaining school places and participate in supplementary enrollment. This process follows the same procedure as (II) Allocation of School Places.
Twins or multiples will generally be placed in the same school. If the applicant already has children attending a public school in Baiyun District, other children will also be placed in the same school, subject to availability.
Applicants who do not submit preferences as required will be considered to have forfeited their points-based enrollment eligibility.
(IV) Confirmation of School Placement: Applicants must promptly confirm their child’s placement. Failure to confirm by the deadline will be considered a forfeiture of the child’s points-based enrollment eligibility.
If special circumstances, such as health issues, necessitate a change of school, applicants can apply to theEducation Guidance Center of the area where the school is located. The center will coordinate placements based on the availability of school places in the area.
(V) Enrollment Procedures: Migrant children who gain admission to public schools or government-subsidized private schools through points-based enrollment must promptly complete the enrollment procedures at the assigned school. Failure to complete these procedures by the deadline or refusal to accept the placement will be considered an automatic forfeiture of the school place.
Article 8 Migrants who do not apply for, forfeit their eligibility of, or fail to meet criteria of points-based enrollment, may enroll their children in legally established private schools.
Article 9 Fees and Student Registration Management
(I) Public schools with points-based admission plans must not charge any fees beyond those regulated by the price authorities for migrant children qualified for points-based enrollment. Private schools with points-based admission plans must provide the appropriate subsidies to migrant children eligible for points-based enrollment, as per the regulations.
(II) Migrant children who secure a place through the points-based system will no longer receive points-based enrollment subsidies if they transfer schools or obtain Guangzhou household registration during their primary or secondary school education.
(III) Migrant children must reapply for a school place through the points-based enrollment system when transitioning from primary to secondary school.
(IV)Schools must establish student records for migrant children admitted through the points-based enrollment system.
Article 10 Any violations or disciplinary breaches in the process of admitting migrant children through the points-based enrollment system will be strictly investigated and addressed by the District Education Bureau, the District Migrant Service Bureau, and the discipline inspection and supervisory authorities, with legal accountability pursued where applicable.
Migrants applying for points-based enrollment for their children must ensure that all provided documents and certificates are authentic and valid. If any fraudulent behavior is discovered, the applicant’s eligibility and corresponding subsidies will be immediately revoked, and legal responsibility will be pursued in accordance with the law.
Article 11 These Measures will come into effect on May 1, 2024, and will remain valid for five years.
